UN study slanders Asian men as rapists

I need to expand more on the way that “rape” is being used to slander Asian societies as a whole in the Western mainstream media, controlled ultimately by a small group of owners.

The basis for the slander is a UN-led study:

The UN multi-country study on men and violence in Asia and the Pacific.

The study is sponsored by Partners for Prevention—on behalf of UNDP (UN Development Program), UNFPA (UN Population Fund) UN Women, and UNV (UN Volunteers).
and is described as follows:

From 2010 to 2013, over 10,000 men in six countries across Asia and the Pacific were interviewed using the UN Multi-country Study on Men and Violence household survey on men’s perpetration and experiences of violence, as well as men’s other life experiences. The countries included were Bangladesh, Cambodia, China, Indonesia, Sri Lanka and Papua New Guinea. The study was a collaborative effort involving partners from academia, research institutes, civil society, the United Nations family and governments around the globe

Vietnam is also included, though not mentioned in the paragraph above.

The UN Population Fund’s goal is very clearly defined, behind the rhetoric of “rights.”

It is monitoring population growth and migration, ensuring family-planning through contraception and abortion, and securing female emancipation with a view to ensuring the previously-stated goals.

QUOTE:

The goals of UNFPA – achieving universal access to sexual and reproductive health (including family planning), promoting reproductive rights, reducing maternal mortality and accelerating progress on the ICPD agenda and MDG 5 – are inextricably linked. UNFPA also focuses on improving the lives of youths and women by advocating for human rights and gender equality and by promoting the understanding of population dynamics. Population dynamics, including growth rates, age structure, fertility and mortality and migration have an effect on every aspect of human, social and economic progress. And sexual and reproductive health and women’s empowerment all powerfully affect and are influenced by population trends.

The findings of the UN study were trumpeted uncritically in the major media:

See “Nearly quarter of men in Asia-Pacific admit to committing rape,” Kate Hodal, The Guardian, Sept 9, 2013.

However, a few critical observers found gaping holes in the methodology used:

“One in four men in Asia “admit to committing rape”? It doesn’t add up,” Stuart Brown, The Guardian, Sept 18, 2013.

Brown points out the incredibly shoddy and tendentious reasoning behind the statistic that claims that one in four Asians are rapists.

QUOTE:

“The shocking headline figure that 25% of the men surveyed admit to raping a partner or a stranger appears to offer unequivocal confirmation that Asian women are the victims of a deep-rooted, cultural problem. As with many studies of this type, however, what we’re witnessing is the wide dissemination of one hopelessly misleading statistic, while the rest of the research in the report – the stuff that actually matters – is ignored.”

The study covers Bangladesh, Cambodia, Vietnam, Indonesia, China, Sri Lanka, and Papua and New Guinea.

That itself is odd. Why would Korea, India, and Japan be left out?

The second oddity is that  the samples are not even representative nationally.

For instance, for Papua and New Guinea, the sampling is drawn entirely from one place – the island of Bougainville.

The third oddity is that there are only two places where “yes” responses to rape are over 25% and they are both areas with a recent history of violent conflict. A higher incidence of rape would be expected in such areas.

Without those two areas, the proportion of “yes” answers falls to 18%.

Finally, except in the case of Bangladesh, the question signifying admission of rape doesn’t even clearly indicate the use of force, but runs as follows:

“Have you had sexual intercourse with your partner when you knew she didn’t want to, but believed she should agree because she was your wife/partner?”

In the Bangladesh sample, where the question most directly mentions force, the number of “yes” answers is also the lowest.

This suggests that the results of the whole study have been dramatically skewed by the ambiguous structuring of a question that doesn’t even deal with what most people would call rape, but rather with the inherently problematic dynamics of marital relations.

But, even apart from the bogus nature of the questioning itself, there is the sheer ludicrousness of slandering the whole of Asia – some 4 billion plus people – on the basis of a questionnaire circulated to some 10,000 people, replete with elementary methodological flaws.

Indeed, the study looks less like a study and more like the kind of  public relations concoction that has armed the “anti-trafficking agenda” with equally sensational and equally flimsy claims.

See “Women’s Funding Network Sex Trafficking Study is Junk Science,” Village Voice, March 23, 2011.

Like bogus sex trafficking research, the bogus rape research seems to be driven by the need to come up with lurid statistics to draw funding, media attention, and political backing.

And what could be the goal of the study’s political backers, which are departments of the UN?

That too is evident.

The UN has always pursued the goals of the Western elites, under cover of internationalism.

Those goals include the need to corral and control the populous nations of Asia, lest they compete too strongly with those of the West for resources.

See the following:

George Kennan, Head of the US State Dept. Policy Planning Staff, Memo PPS23, Feb 28, 1948:

QUOTE:

In the face of this situation we would be better off to dispense now with a number of the concepts which have underlined our thinking with regard to the Far East. We should dispense with the aspiration to “be liked” or to be regarded as the repository of a high-minded international altruism. We should stop putting ourselves in the position of being our brothers’ keeper and refrain from offering moral and ideological advice. We should cease to talk about vague and—for the Far East—unreal objectives such as human rights, the raising of the living standards, and democratization. The day is not far off when we are going to have to deal in straight power concepts. The less we are then hampered by idealistic slogans, the better.

We should recognize that our influence in the Far Eastern area in the coming period is going to be primarily military and economic. We should make a careful study to see what parts of the Pacific and Far Eastern world are absolutely vital to our security, and we should concentrate our policy on seeing to it that those areas remain in hands which we can control or rely on.

Thus, the obvious implication of formulating bogus “rape studies” targeting Asian countries, let alone drawing wildly exaggerated conclusions from them, is the need for more surveillance and control of Asian populations by the international proxies of the Western elites.

Given the results of such surveillance and control in the US, where the prison population is the highest in the world and overwhelmingly black and brown, it is shameful that Asian media and government have not called out the slanderous characterizations of the UN study for what they are –

Racist propaganda masquerading as social-science.

If the targets of the study had been African Americans, there would be no doubt that the researchers would have immediately been unmasked as latter-day theorists of classic scientific racism.

  1. There is a point in what you say.
Rape incidents are probably as widely prevalent in one country or region as in another country or region.
In India what has been happening is a rising tide of protest against such incidents. That perhaps may be one reason that makes India loom larger in the context of such crimes.
Seen in a historical and sociological context [rather than the cross-country comparisons which you make, and which have their own validity] what is happening in India in terms of protest is eminently desirable.
My reasons for saying this are the following :
First, traditionally in semi-feudal times (and the mindset is not dead), local landlords etc thought they could do what they pleased with women of the lower strata. Thankfully, with the expansion of education, employment opportunities and improved communications, these practices are under challenge.
Secondly, with society on the move, and women obtaining more education, there is increasing consciousness about problems of gender discrimination. Evils like female foeticide etc have been widespread in certain areas [like Haryana] and it good that these issues are also coming to the fore.
In Dec 2012 when some observers in other Third World countries observed the protests in India against ill-treatment of women, their response was that there ought to be similar protests in their countries too.
Some movements were in fact so inspired. But many Western observers may have missed the silver lining that other societies so clearly noticed.

About the legal changes introduced in the wake of the December 2012 protests, it is quite possible that some of these may be the result of a quick response and may not have adequate safeguards against their misuse. One would have closely to observe them in practice for a while and then form a final opinion.

  2. What Western social science in the service of empire has done is masterfully harvest the cracks and lacunae in the Eastern societies for the exercise of its own hegemony, its own imperial mobilization, which, as in the past, is today just as hidden behind the transparent facade of ‘la mission civilisatrice’, the white man’s burden.

That burden is the highest order bit of the matter. At least in my view. That is also evidently the main point of this article by Lila, as well as her other perceptive articles to which the distinguished advocate of India’s most august body, its Supreme Court, has commented on this website. I have read those comments very carefully, mainly to understand what the jurist has understood of modernity and how it is orchestrated. And in all those comments, the jurist has neglected this most significant bit of the matter. India, like the rest of the world, is being subjected to a new kind of warfare which is in fact, as old as hegemony, as old as mankind. The warfare of the ‘ubermensch’ upon the ‘untermenschen’.

We do not need the West, as the self-proclaimed master physicians of the world, to come tell the East what ails us. For all too long under Western colonialism spanning the gamut of Global North, the East and the Global South have continued to be made a pernicious victim of mental colonization. That is the first colonization from which all the rest of serfdom naturally follows. An Iranian scholar in 1960 termed it “Occidentosis – the plague from the West”. His book of the same title makes an excellent reading for indigenous physicians who wish to pursue the cures for the ailments of their own Eastern societies. The first thing they might do is to stop defining the illness from from the jaundiced eye of “Orientalism”.

It is however also true what the good jurist states, that under feudalism, the woman has often been an “object”. The solution-space however, must be astutely separated from the Western agenda.

I do not believe that the officialdom of India understands this Western agenda. If they do so privately, publicly they have betrayed no understanding of it whatsoever. For instance, I see no understanding of what’s in the following two articles, and I hope Lila will permit me to leave a link to both. I invite the jurist from India to read these if interest is aroused by their respective titles, and to shed some light from his much wiser and keener perch —- is it, or is it not, proclaiming what should be as obvious as the nose on one’s face? And yet, I see no expression of it in India’s officialdom, and that includes its juristdom.

Operation Gladio Yesterday and Worldwide Terrorism Today – Identifying the Enemy : print-humanbeingsfirst.blogspot.com/2014/01/operation-gladio-and-terrorism-today.html

It is interesting to observe that most among the Eastern nations who evidently do comprehend this agenda, are in fact just ordinary peoples, like the author of this website. Kudos to her.

That Western agenda comes only thinly disguised as the savior of mankind. It always comes riding a noble horse, and is always holier than thou.

The reality is that the number of inmates in the United States prison system dwarfs other nations as a percentage of the population. Is that not true? Before they pious lift fingers on the East just on this rape issue, the rapes in New York city alone would surely dwarf those in the entire sub continent. But is there someone to make that study and make that comparison to contrast it with the East where womanhood is far more respected, be it in China, Vietnam, or India, than in the West? Even among Muslims heaven is said to lay under the feet of the mother. Whereas motherhood is next to godliness in India. But who will fund that comparison in the West where the woman has been stripped of even her clothes in the name of civilization, equal rights, and women’s lib!

All this should be obvious. And it should always be the underlying presupposition of any analysis, no matter how local and indigenous, which impinges on the Grand Chessboard.

The studies in social sciences are entirely funded on the Western oligarchic agenda.

That agenda, today, is to marginalize all local cultures, civilizations, and their religions, and to introduce a global culture, with a global religion. It is called: “secular humanism”.

Studies such as the one outlined in this article are an intimate part of this agenda. It cannot be separated from propaganda warfare. That however does not mean that those brilliant academicians and think-tank pollsters participating in such studies necessarily know, or understand, this Western agenda. “Orientalism”, the jaundice of seeing the East with the superiority complex of the West, alone naturally takes care of many hegemonic matters in social sciences. The rest of jaundism mainly follows narrow, mostly compartmentalized, self-interests. These people are not necessarily aware of the full tune of the Mighty Wurlitzer – the masterful psychological and sociological warfare division of the West ( humanbeingsfirst.blogspot.com/p/propagandism.html ) – of which they have become an integral part.

By merely functioning in Western academe and think-tanks, one cannot but help be a part of that. Conformism to the axioms, the opportunities for advancement, etc., all hinge upon following the often unstated axioms and presuppositions. Before long, they become like the air we breathe, always there, always necessary to stay alive, but unnoticed.

    Thank you.

    Sincerely,

  3. Hi Zahir,

    Thanks for stopping by, Zahir.
    And for the kind words.

It’s hard to get people to see the binary and stay out of it.

And it is hard for them to understand that the motives of the “civilizers” regardless of the issue at hand is NOT BENIGN.

It is a matter of state policy and state policy over decades is manifestly not benign because since the rise of the state system in the west, the state’s very existence is dependent on the rejection of normal, ordinary, human morality – that is what raison d’etat is.

It states that power is the only legitimate object of the state.

That Machiavellian moment has undone any pretensions to civilizing missions that have come since.

The mission is always the PRETEXT – the positive pole of a binary whose end is always the augmentation of imperial power.

The temptation is to sympathize with one of the two poles – which is not wrong, as long as one doesn’t get played by the interplay between the two.

I think being an ordinary person, not embedded in any journal, university, think-tank, etc, is a privilege for which I’m infinitely grateful
I don’t have to owe allegiance to conservative or liberal, reaction or progress, left or right, mainstream or dissent-stream, as Zahir puts it.

I don’t have to agree with anyone unless I am convinced…no pressure from bosses, funding bodies, journal editors, thought police, popes, kings, NSA big brother, nothing.

So I hope Anil you will read those links. I think fundamentally, people in the East are unaware of the deep politics of the West- the mind-control operations, the psyops. They have no grasp of the level and depth and sophistication of the brainwashing going on relentlessly.

  4. Here’s another article this time from japan.

    http://www.japantimes.co.jp/news/2013/03/30/world/if-girls-look-sexy-boys-will-rape-do-indian-men-believe-this/#.UxCdmIVUHrz

The article just went and hit conservative India hard. Women safety is a big issue, locking them up in a closet at night to keep them safe is horrible and unfair to them.

The men they interviewed had varied opinions. From the clothes the women wear, or how little they are, to women apparently using men, to using prostitutes to control male urges (i don’t support this) and how India is changing rapidly to being more western. But they all consider woman safety to be a serious issue.

But the title itself is bad. Of course its the prettier girls that are getting harmed. This attitude is not only in India. A pretty woman steals the show wherever she goes.

The article also ended on a low note also. They got an Indian man saying the only way India would change is for the world to end. Now they can’t control what he says but that just paints a bad picture. There are lots of people both male and female that after the 2012 Delhi gang rape have worked tirelessly to bring this issue to the forefront and there are changes that you can feel in India. Women are not backing down and men are joining them too. Why end the article with that pessimistic note?

I found the article in yahoo answers. And of course there were plenty of westerners that just outright ignored their countries serious rape problem and wasted no time dragging India into the mud.

    http://answers.yahoo.com/question/index?qid=20140121063938AAmAElX

My favorite comment was the one where its says there are plenty of Indians who are not fond of their homeland. How is anything going to change if you just pack up and leave the country and then bully it from afar? There needs to be more people who appreciate being Indian and work toward a better India for both our men and women. And India’s conviction rate is not bad considering the poverty and lack of infrastructure.

This just allows these people to lionize their own country and culture and demean others.

  5. @Edwin

Right. This kind of propaganda is relentless and it’s a terrible kind of intellectual assault because of the range and power of mass media, it’s 24/7 bombardment of the mind. Young people are prone to take their direction from the media and a generation of young Indians are growing up to accept everything coming from the West uncritically. This isn’t good for India..and it’s not good for the West, because if you keep listening to sycophants and cringing lap-dogs, you end up deluded.
And delusion leads inevitably to destruction.

The classical Greek drama focused on that theme – egoism leading to blindness leading to destruction.

The failure of the sense perception is the embodiment of the fact that we have lost touch with reality.
